SCOTT B. TULMAN

SCOTT B. TULMAN , a member of the New York Bar since 1984, specializes in the practice of criminal and civil litigation and appeals in the New York state and federal courts. Mr. Tulman has received the highest rating for ethics and ability (AV) in the Martindale-Hubbell Legal Directory and is included in the Bar Register of Preeminent Lawyers.

A native New Yorker, Mr. Tulman attended Brooklyn College (B.A. cum laude with Special Honors in History 1978), Temple University (M.A. 1980) and Brooklyn Law School (J.D. 1983). While obtaining his Master's Degree in Rhetorical Theory, Mr. Tulman taught undergraduate courses at Temple University in public speaking and co-taught courses in interpersonal communication and persuasion.

Mr. Tulman clerked for, and was associated with, Jay Goldberg, Esq. for five years, developing his skills under the tutelage and direct supervision of a legendary criminal and civil litigator heralded in New York magazine as "the best pure trial lawyer in town." Working closely with Mr. Goldberg, Mr. Tulman began his legal career representing major reputed organized crime figures in significant high profile criminal cases, as well as celebrity clients such as the Rolling Stones, Willie Nelson, Miles Davis and Waylon Jennings in high profile civil litigations.

In 1985, Mr. Tulman was appointed to serve as an Assistant District Attorney in the Queens County District Attorney's Office and immediately was assigned to the prestigious Homicide and Investigations Bureau. In the book " Cop Shot - The Murder of Edward Byrne ," the author, Mike McAlary, observed that Mr. Tulman, in his years at the District Attorney's Office, "had seen more murders . . . than some major American cities and a European country or two. With the advent of videotaped confessions, Tulman was, on an average, sitting down with a half-dozen killers a month." Highly regarded for his skills as a prosecutor, Mr. Tulman received numerous awards from the New York City Police Department's Honor Legion and the Detective's Endowment Association. Mr. Tulman received a special award from the New York City Police Department's Patrolmen's Benevolent Association for his dedicated efforts in connection with the prosecution of the killers of Police Officer Edward Byrne.

Leaving the District Attorney's Office in 1988, Mr. Tulman served as an associate for four years with the preeminently rated law firm of Litman, Asche, Lupkin and Gioiella practicing criminal and civil litigation. There, Mr. Tulman further refined his skills as a trial lawyer, gaining invaluable experience with the attorneys at the firm.

In 1992, Mr. Tulman opened his practice in Midtown Manhattan, emphasizing the practice of criminal defense, civil litigation and appeals, federal and state. Since 1992, Mr. Tulman has won a multi-million dollar civil verdict, obtained numerous lucrative civil settlements, won acquittals in murder and other serious cases after jury trials, and won reversals of convictions on appeal. Most importantly, however, Mr. Tulman successfully has persuaded prosecutors and law enforcement officials on numerous occasions to not file criminal charges or to drop pending criminal charges based on his thorough factual and legal analysis of the case.

In addition to his active legal practice, Mr. Tulman devotes a substantial amount of time to writing. Among his publications are chapters on Search and Seizure, Electronic Surveillance, and Suppression of Statements written for the Appellate Division, First Department's publication entitled "Criminal Trial Advocacy." Mr. Tulman's chapter entitled "Sentencing Considerations in Computer Crime Cases" was published in Mathew Bender's "Criminal Defense Techniques." Mr. Tulman serves on the Editorial Boards of JuryInstruction.com and FedCrimLaw.com and chairs the New York Criminal Bar Association's Internet Committee, publishing a monthly newsletter updating the Association's membership on developments in the practice of criminal defense. Mr. Tulman also is a sought after lecturer in continuing legal education programs, such as the Marino Institute for Continuing Legal Education (MICLE).

Mr. Tulman is a Past President of the New York Criminal Bar Association (2000-2001), a Life Member of the National Association of Criminal Defense Attorneys, a Sustaining Member of the New York State Association of Criminal Defense Lawyers, a Member of the Criminal Justice Sections of the American and New York State Bar Associations, and a Member of the New York State Defenders Association.

Mr. Tulman proudly serves on the Board of Directors of "The Breadwinners Foundation," a private, non-profit organization committed to strengthening the safety net for families who have tragically lost their principal breadwinner. Acting as a bridge to long-term solutions, the foundation offers immediate, interim assistance to families confronting immediate economic hardship resulting from their heartbreaking loss.
